If there is an indication that the product corresponds to the parameters of a particular GOST, then the check is carried out for compliance with this GOST. If the product meets its specification, then the test is carried out for compliance with the manufacturer’s specifications. For decorative materials, it is sufficient to comply with the parameters of TU or GOST. Adherence to international requirements for parameters is voluntary.

Quality control stages

The quality control of production at the production is carried out in phases and passes through several stages. GOST 33290-2015 contains requirements for the content of VOCs (volatile organic compounds) and sanitary and chemical requirements for the migration of harmful substances determined in the air. The restrictions on the content of VOC coming into force from 1.01.2020 comply with the requirements of the European Directive 2004/42 / EC.

NP “Ecological Union” – the Russian environmental certification body conducts an environmental safety assessment of paint and varnish products on the basis of requirements comparable to European requirements. It should be noted that each country develops its requirements for the environmental safety of goods and services, in relation to its legislation, the level of development of the paint and varnish market.

In our country there is an organization called the Association of Paint Quality. They in their Safety Standards rely on Russian and international legislation, and Directives, for example, members of the Association have abandoned the use of raw components containing alkyl phenol ethoxylate-toxic substance, banned in Europe and polluting water resources.

Methods of testing

To check the quality of the material, physico-mechanical methods for measuring quality parameters are most often used, for example: viscosity, hiding power, drying time, resistance to wet abrasion, adhesion, impact resistance, elasticity.

Chemical (analytical) methods for determining the composition of paintwork materials, such as chromatography-mass spectroscopy, the titrimetric method, can also be used.

To determine the service life of the coating, accelerated laboratory and long-term field tests are used. In the laboratory special instruments simulate different climatic conditions. In full-scale tests, the material is tested in a climate similar to the recommended one, with an assessment of the change in the decorative and protective properties of the coating.

The same Association of Paint Quality conducts a planned work to create new and improve existing GOSTs for testing methods for varnish-and-paint products, taking into account international experience in the industry. In 2015, the Association paid for the creation of 2 GOSTs on the basis of ISO international standards for the determination of vapor permeability and water absorption for facade paints. In 2016, the Association participated in the creation of the Standard of the Russian Quality Mark for the paint and varnish products and determined the requirements for the quality and degree of localization of the coatings. In 2018-2019 the Association plans to finance the creation of the GOST on the method for determining the covering ability on the basis of ISO 6504-3.
